As Texas lawmakers consider how to improve future disaster response, emergency management officials from Kerr, Travis and Williamson counties were set to testify about their preparation for and response to the July 4-5 flooding during a July 31 hearing in Kerrville.

For the first time since catastrophic flooding killed more than 100 people in Kerr County, Texas, the county emergency management director conceded that he was sick and asleep as the water rose to historic levels on the Guadalupe River.
